The product developed for eight U.S states is an enterprise-class, fault-tolerant and scalable election management software which provides a centralized HAVA-compliant voter registration system. Robust and automated tools allow the administrators and staff to streamline workflow and complete the election functions with high efficiency. Seasia Infotech, a CMMi 5 Level Company and an offshore partner of EDS, an HP Company, offers a wide range of consulting and integration services to address complex issues of an Election Management System or Cast Vote Records (CVR).
In the United States, the Help America Vote Act of 2002 (HAVA) was a bipartisan effort brought into federal legislation following the 2000 presidential election. Congress enacted HAVA to ensure that all voters would be treated fairly and that no voter would be disenfranchised.
During the events that followed the Florida recount process, officials discovered numerous examples of inaccurate voter. The election office needed one comprehensive and secure web-based software system, to smoothly manage the voter registration and routine operations.
The challenges of managing free and fair elections across the nation or its individual states are manifold and faced by governments all over the world. In particular, there are potential issues like duplicate voter registrations, fraudulent voting, incorrect voter information and time delays associated with the process of voting.
In some countries, the individual states/municipalities use their own legacy voter registration and election management systems. Local election officials must maintain voter lists while meeting state and federal laws, yet no laws are in place mandating how these individual solutions were to operate. In addition, there were no provisions that allowed local election officials to maintain a ‘clean’ list by interfacing with important external agencies, such as death or felon records.
Seasia Infotech has the technical expertise and vast exposure needed to aid the governments to successfully overcome election management challenges. The key system modules in this application include voter registration, integrated imaging and barcode scanning, voter query management, address rules management, elections management (candidates and measures), absentee & polling place management, petitions & jury selection module. WE designed a fully customizable software, including role-based system security, user access module and the configuration module.
It logged registered voters and allowed poll books to be printed at voting sites, as well as interfaces with other agency databases to maintain accurate records. The duplicate Voter Exchange helped the states to achieve interoperability goals without additional spending on infrastructure. The system modules also included district and precinct management, ballot and label administration, election workers and polling place management. This system aims at providing an end-to-end election management solution to election officials with all the functions performed within their office in one system.
